The first promotional tools for your site always involves submitting to the search engines.
Site submission software is handy to use but isn't always able to complete submissions as it should. Here is a good list for people who choose to do their own submissions by hand.

Groups
By picking a few good subject related groups to get actively involved with, and
you could bring hundreds of guest or subscribers to your site each day
Yahoo Groups - probably the biggest and certainly the best know, if you can't find a group here, you better start one because you likely won't find it anywhere.
Google Groups - a group for everyone about everything.
MSN Groups - growing and getting more useful everyday.
Topica - a name that everyone knows
Smart Groups - not as big, but plenty to offer
Classifieds
I'm not real fond of classified ad sites. The free sections are usually filled with a lot of junk, and the paid sections can be costly.
However I have listed a couple of the better ones to get you started if you choose to use these methods of advertising
